This is travis molen, the man in charge.. or so he says.. after talking him you get the option to ask if he needs help, he will say that he does, and then lets you choose who you want to help,  you should choose depending on the side you are on, or want to be, if you are neutral you wont be able to wear the shoulderpads.

If you want the clan pads choose to help the doctors, if you want the omni ones choose to help with the unicorns. He will then tell you to get a report from who you help.

Now head south, and go west after you go down the ramp, there you will find the unicorn commander and field surgeon elsa oosta. Talk to whoever you chose to help. If you talk to the unicorn commander he will tell you to kill 3 alien spiders. Where are they? just look south from where he is standing, you can jump down, once you do turn around and go north, i bet you didnt see this tunnel before, it is kinda hidden. Once you kill them go back to the unicorn and you will get the shoulderpad, after that he will ask if you need anything from him, this is your chance! ask him for the report, he will give it to you, take it to travis, and he will give you 1000 credits for it.

If you chose to help the medics, Elsa will tell you to scan a few creatures, first an alien spider, to scan them pick up the scaner and right click on a spider.  Them she will ask you to scan a reef salamander, those are found at the beach, go back out the tunnel, then go west, and follow that tunnel to go back to the beach. Then head sw until you get to a part of the beach with a few palmtrees and rocks around, there look for the salamander. After you scan them go back to Elsa, she will give you the shoulderpad, and ask if you need anything, you guessed it! ask for the report and take it back to travis, he will give you 1000 credits for it.

As far as i know there is no limit for how many times you do this quest,  but travis will only give you creds once.
