Newcomer's Armor can be bought from Antonio Stacklund, if you are going to upgrade it, the wisest thing would be to buy the cheapest. If you are neutral you wont be able to upgrade the armor.

Ok, if you are Omni-Tek, you should go to the omni vendor, and buy an omni badge. If you are Clan, go to the clan vendor, and buy a joint clans badge. These sell rather cheap, 52 credits each. You need one badge per piece of armor you wish to upgrade. After you have the badge, (you need to have the armor in your inventory to do this) pick up the badge, and shift+right click on the piece of armor.  You need at least 12 in Computer Literacy to do this. (Press U and look under trade and repair) You will then get one of these:

What is shown is what they give at QL1. so what is so good about upgraded newcomer's armor? Well, it is a leveling item! which means, when you raise levels, you can upgrade it, and it will raise QL to match your level. To do so just right click on the armor and it will upgrade! And the armor on this is really good compared to other armors of the same QL.
